Abstract

Pursuing sustainable economic development yet being riddled with the challenges of an ageing society, the pressures of globalization and widespread technologization, Croatia has undergone major structural changes and legislative reforms. Faced with numerous pressures and ongoing changes, Croatia is committed to implementing a comprehensive employment policy and social inclusion. The purpose of this chapter is to analyze the challenges and to assess the effects of the reforms in the areas of education, employment, social security and welfare, healthcare and housing. More specifically, the current study focuses on addressing the research question: how can the social security system in Croatia be improved? To meet the objectives of the study and answer the research question, a thorough literature review has been carried out with mixed research techniques. The analysis shows that long-term unemployment, poverty and social exclusion remain major challenges for sustainable development. However, the implementation of measures aimed at governance enhancement, human capital investment as well as fighting corruption and protectionism can improve the social security system in Croatia without a significant increase in expenditure.
