Abstract

Mongolia’s democracy does not have a longstanding history, and while the country has managed to create a parliamentary, multiparty system with competitive elections and parties along the political spectrum, researchers suggest that people still have a shallow understanding of democratic society. In addition, social mistrust has begun to permeate the country with a sudden growth in the number of media outlets. Researchers have observed this newfound populist movement in Mongolia, but the discussion lacks ways to identify the very phenomenon of populism itself. This chapter seeks to examine populism in Mongolia by looking at its specific symptoms and implications for Mongolian democracy. It finds that there are two active types of populism: a positive one based on the public interest and negative one based on unrealistic promises. The consequences of negative populism, principally the misuse of national revenues for short-term political gains, have led to great detrimental effects on a relatively democratic society that focuses on politicians over the people. The chapter concludes, however, by arguing that there are still opportunities to change the tide of negative populism by pushing political parties to adopt policy-oriented approaches and reforming the Constitution and the election system.
