Abstract

This study of populism in India, focuses specifically on policies with redistributive features. Consequently, this chapter seeks to understand the context in which populism is practiced in Indian politics and will also analyze its impacts on the Indian democracy and democratic institutions by focusing on case studies of specific policies such as employment guarantee schemes, pension schemes and the “food security bill.” It finds that the intentions of redistributive, populist political measures may be politically driven to appease delete the masses. While not necessarily corrosive to democracy, the short, reactionary nature of the implementation of these policies often leads to consequences in terms of fiscal governance. While the civil society has become engaged in the process, often the whimsical decisions made by political leaders create a structure whereby the populist masses continue to dominate and get these myopic policies implemented at the national level. To counter this movement effectively, the findings recommend that the civil society find well-structured, long-term strategies to communicate effectively with social groups and learn to cooperate to form a common agenda that transcends repetition of short-term policy drives.
