Abstract

Since the 18th National Congress of the CPC, governments at all levels have devoted a great number of resources to social security for urban and rural residents living under economic and material hardship, reducing the number of poor households and improving their living standards. With the acceleration of urbanization, poor urban and rural groups still face some pressures in terms of health care, education, and housing. In particular, poor households in motion can only obtain low levels of social security and assistance in cities, so social policies in the future should focus on the demands of these groups.
