As a result of the ‘political turn’ in animal ethics and the broader ‘animal turn’ in the social sciences, scholarly work has begun to emerge that contemplates whether it is feasible to extend traditional concepts of political theory, such as citizenship and political agency, to non-human animals. In this largely conceptual discussion, the actual mechanism whereby non-human animals’ interests could be taken into account in political decision-making has received little attention. Thus, the purpose of the present paper is to consider the practical procedures related to the composition and operation of an advocacy committee where non-human animals would be represented by human proxies. We propose a model in which various scientific and lay experts elect the members of a ‘committee for non-human animals’ that not only produces statements on bills that coercively affect sentient non-human animals, but also initiates political discussion on critical issues. We also provide an illustrative example of how such a committee could deal with issues related to a proposed sustainability transition from animal-derived to plant-based foodstuffs.
