In the last few years, food security analysis has become a matter of great concern due to the existing controversies regarding to the way of production and interaction with the Environment. In the light of this, the European Union has given food security top priority within its policy agenda. Actually, this has turned out to be a horizontal objective to be taken into account in several areas falling under Community powers such as environmental awareness, amongst others. Furthermore, the publication of a White Paper on food security heralds the development of a legal framework covering the entire food chain â âfrom farm to forkâ â using a global approach. On the basis of all this, a ânewâ European Community Regulation concerning the Registration, Evaluation, Authorisation of CHemicals, better known as âREACHâ, perfectly combines two prevalent challenges, namely, environment protection and food security. The main aims of this Regulation are, on the one hand to improve the protection of human health and of the Environment from the risks that chemical substances might pose for both, and on the other hand to promote the safe handling and use of substances across all industrial sectors, where food industry plays a key role. We should bear in mind that, in theory, the use of substances in this latter sector (for instance, food ingredients, which are already covered by the EU General Food Law Regulation 178/2002, do not have to be registered under the new REACH legislation) did not fall under the scope of that Regulation. Nevertheless, the impact that the EUâs Chemicals Regulation has on food industry is subject to controversy. This is why EFSA produced a draft entitled âManagement Plan of the European Food Safety Authority for 2007â where it announced that the impact of the new EU chemicals legislation on the food sector should be assessed and EFSA should liaise closely with the Commission and the new European Chemical Agency on these matters.
