Many promote the potential of ethics for sound and legitimate biotechnology policy-making. One can appreciate these efforts within the regulation of GMOs. Whereas some jurisdictions have granted ethics a formal influence in this area others have strongly resisted these attempts. However, there is still much unresolved confusion and difficulties associated with the proposition to integrate ethics into the regulation of GMOs. Authors have put forward varied conceptions of ethics and of its appropriate role within policy-making. As a result, the ‘integration’ of ethics into policy-making ends up with fluctuating, if sometimes contradictory, meanings. We need to make sense of the demands for the integration of ethics, as well as of its underlying implications, in order to meet with success the regulatory challenge techno-scientific developments represent. Our paper aims to clarify the goals and strategies of proponents of the integration of ethics. The objectives pursued can be summarized as follows: (1) to exert control over professional science and its products; and (2) to increase the ‘legitimacies’ of regulation and policy-making. Strategies proposed to achieve these goals will be explored, along with regulatory systems reputedly integrating ethics.
