The Ministry of Agriculture, Nature and Food Quality in the Netherlands is more and more confronted with ethical issues concerning animal welfare, animal health and food production. The ministry wants to make the ethical and societal topics in its policy making more explicit and transparent and wants to communicate this to the outside world. For that reason it intends to incorporate ethical deliberation into its policy making process. The civil servants, working on animal welfare, animal health and food production, would like more ethical expertise to incorporate ethics in their work. For that reason the Ethics Institute was asked to develop an ethics course aimed at the practical implication of including ethics into policy making. The Ethics Institute developed a course focused on (1) the raising of consciousness concerning the ethical dimensions of policy making and the personal ethical orientation of the civil servants, (2) development of knowledge concerning ethical theories and how to incorporate these theories into the practice of policy making, (3) the development of skills on how to deal with the ethical dimension in the practice of policy making. The training was grounded in the idea of ethics as a reflection process represented in a model of a version of the reflective equilibrium. The participants of the course were asked to describe the matters of policy in which they were confronted with ethical issues. These descriptions were used as guidelines in the course. The course lasted three days: Two successive days of training and workshops. These two days were followed by training on the job concerning topical problems of law making. Although it appeared that civil servants work in an environment which is mainly focused on solutions and results rather than on underlying moral values, the result of the training was that they started to incorporate ethical reflection into their work.
