Summary

Scholars are increasingly considering the societal dimension of diplomacy. However, existing literature focuses primarily on the external societisation of diplomacy (e.g. public diplomacy). I turn to the internal societisation of diplomacy – a political community-building process between the state and society – by exploring an empirical case study of Japan’s diplomacy towards China. Despite the seemingly high convergence of the Japanese state and societal perception of the so-called ‘China menace’, related policies do not similarly converge. I argue that this can be primarily attributed to the absence of political community between the Japanese state and society. Normative Japanese societal interests contrast with the ‘national security first’ rationale of mainstream conservative Japanese politicians. Despite not being able to impact foreign policy directly, society can influence politics (e.g. withdraw support). The ‘China threat’ cannot change the very nature of the disintegration of the state–society relationship in Japan, which moderates Japan’s diplomacy towards China.
