Abstract

This chapter explores concepts of constitutional reform (1860s–1870s) and the challenges they created within the Ottoman-Armenian community from a regional perspective. By focusing on several examples from Constantinople and provincial towns, it examines how constitutionalism was practiced on the micro-community level, and what were the debates and struggles around its application. Contextualizing the Armenian National Constitution (Azkayin Sahmanatrut’iwn Hayotsʾ) as a major component of the wider Ottoman political, social and educational reforms of the Tanzimat Era, this work addresses questions about the transformation of identities (religious or otherwise) as non-Muslim millets underwent major structural and institutional transformations that shaped the Ottoman fin de siècle.
