Abstract

This chapter provides a comprehensive examination of early childhood education and care (ECEC) services in Cyprus, highlighting critical issues of availability, affordability, accessibility and inclusivity. It explores accessibility to quality early years services by examining factors that impact quality provision, such as classroom sizes, child-adult ratios, tuition fees and curricular and pedagogical approaches. The strengths and weaknesses of these services are reviewed in light of the policies promoting their use. Systemic disparities and challenges faced by different socio-economic groups, particularly immigrant and vulnerable children are underscored. Despite significant public spending on education, Cyprus ranks low in ECEC investment, leading to limited quality and accessibility of services. The chapter also examines the dichotomy between public and private ECEC provisions and how their differences promote and exacerbate inequalities due to the lack of a unified, cohesive framework and policy for early years provisions. The centralized nature of Cyprusâ educational system restricts pedagogical flexibility and innovation, further hindering the development of a holistic and inclusive ECEC framework. This chapter calls for courageous decision-making and reforms that prioritize the well-being and comprehensive development of all children, ensuring that high-quality ECEC services are accessible to every family, regardless of their socio-economic status.
