Summary

This chapter focuses on institutions and institutional change. It argues that reducing democratic deficits requires improving the ability of citizens to effectively shape policy. Institutional reforms should therefore seek to increase the ability of citizens to participate in forms of decision-making that can effectively influence the political process. Following this path, the author aims to seek effective ways to strengthen deliberative institutions, in particular DMP interventions in processes coordinated by the institutions of representative democracy. To achieve it, she answers the question of what was the role of the CA in the deliberative process, and whether and how (if at all) was the CA integrated with the cityâs traditional governing bodies. In doing so, the chapter provides evidence about the systemic relationship between deliberative innovation and formal public authorities and sheds new light on previous research findings. Referring to data from empirical studies conducted in Poland, it attempts to answer questions related to why is it so difficult (or perhaps not difficult at all, but undesirable) to find an institutional link between deliberative mini-publics and the representative political system. Why do politicians treat DMPs as an âextra tableâ for citizens alongside the main decision-making table? Is it due to a lack of confidence in the skills and competence of citizens, or is it due to low motives such as fear of preserving the stable status quo? How long will deliberative forums â though praised and appreciated â remain merely an innovation? Will they be effectively mainstreamed and become part of the system, or will they remain one of the colorful âpatchesâ on an ineffective and criticized representative system? The issues are complex and nuanced. On the one hand, we have the pathetic ideals of democracy, and on the other, very mundane problems. Between these two poles, there are many intermediate stages.
