Summary

This chapter takes up the question of defining democracy and considers whether democracy is an end or merely a means to an end. The author presents her concept of framing democracy, which she constructs from ten components characteristic of democracy. In her conception, the defining frame of democracy is the conscious acknowledgment that democracy constantly generates a gap between theory and practice. She then turns her attention to the edges of democracy, considering who should belong to the category of demos, then characterizes democracy as a power, as a complex of institutions, as a procedure, as a method of resolving conflicts without bloodshed, and as an axiological idea. She also notes that democracy is time-bound, reactive, and has the potential to spread. Finally, she remarks on the significant gap between theory and practice. Taking these ten characteristics of democracy into account, she argues that modern democracy is in a state of increasing crisis. To overcome the problems consuming it, one must look at democracy as a way of managing power relations. Assuming that power relations are inherently asymmetrical – they grow out of inequality and maintain inequality, the author argues, one should look for a model that effectively incorporates the perspectives of those who have hitherto remained on the margins of the system. One possible solution is deliberative democracy, which arises in opposition to the traditional conception of democracy as a system of “elite competition,” but also in some opposition to the conception of mass direct democracy, oriented toward aggregate vote counting and competition. By emphasizing the inclusion of the hitherto excluded in public debate, as well as equipping individuals with the necessary knowledge and tools – deliberative democracy offers hope for overcoming the political crises consuming modern democracies and has the potential to overcome asymmetries in the distribution of power.
