Abstract

This essay examines the Portuguese Empireâs incorporation into the Hispanic Monarchy by studying the tangled relationship between the local population and the first Habsburg-appointed Governor, Manuel Teles Barreto, at the start of his term in Salvador, Bahia (c.1582). It focuses on the local context at the arrival of the new governor and what he had to implement to adapt the official guidelines to local conditions. Firstly, the essay unveils the dual challenge that governors had to face in the interplay between the Kingâs demands and the local circumstances; secondly, it examines the crucial and jealously guarded role of certain well-established families in shaping Philip IIâs policies as they applied to Brazil; and finally, it shows how the Crownâs reliance on the Salvadorian elite did not lead to a reduction of the Kingâs authority and influence. In effect, the cooperation of this regional elite with the governor, via the latterâs ability to align their private interests with those of the Crown, was the key that further legitimized and underwrote the authority of a not only distant, but also recently enthroned Spanish king, in an area until then ruled by Portuguese kings.
