Abstract

Independent sources from the archives of Belgium, Spain, Austria and Italy show repeatedly the enormous influence wielded by Heinrich von Schlick, President of the Imperial War Council and leader of the political faction he represented, on Emperor Ferdinand III, as well as on strategic matters in the 1630s and 1640s. His authority in these respects was equal to that of Maximilian von Trauttmansdorff, grand steward and first minister of the monarch. The documents also reveal that Ferdinand deliberately empowered Schlick and made use of the ministerâs vast network, delegating to him the role of political negotiator and communicator of unfavourable news. In doing so, the Emperor was able to preserve his royal image while increasing his room for manoeuvre. Moreover, he created competitors out of Trauttmansdorff, the face of his government, and Schlick, the shadow first minister, thus driving them to improve their performance while weakening their influence.
