From a legal point of view, in Spain, water as a good has no price, as it is part of the public domain. What domestic consumers pay for the water they consume is the consideration for its supply and treatment services. The competence regarding the setting of these remunerations falls on the local entities whose legal nature will determine the legal form of these considerations. Following the Water Framework Directive 2000/60/EC, water tariffs have become an important tool to achieve economic efficiency, environmental sustainability, and social equity. In this work, once the competence framework for the approval and setting of tariffs in Andalusia has been delimited, a comparative approximation of the tariff systems of the domestic water supply service in in the eight provincial capitals of this region is carried out.
