The demands on large, complex proposals to reach the quality objectives of timeliness, accuracy, responsiveness, usability, readability, and persuasiveness have always been great. And they are becoming greater, especially in fast-paced, high-tech industries where proposing often must proceed apace with product design. Furthermore, the problems encountered in the fight to obtain the desired quality are indeed hydra-headed: multi-volume, multi-subject, multi-author, and multi-rhetorical aim.

Based on my own personal experience and the preponderance of testimony in print on the subject, the two crucial methods available for solving these problems are authentic teamwork and storyboarding, with their analogue in the developmental composing process for the lone writer. In the context of proposal work, most of the techniques for multi-author control and storyboarding were first developed in the U.S. Aerospace Industry. The failure of an organisation to implement these methods will in all probability condemn it to a life of making proposals of dubious quality, with the likely consequence of needlessly lost business.
