Abstract

With growing interest from lawmakers and policymakers in the outer space industry, this article explores key legal developments in outer space law both in New Zealand and internationally throughout 2023. The first half focuses on domestic developments, including the review of the Outer Space and High-Altitude Activities Act 2017 and the release of New Zealand’s first National Space Policy by the Minister for Economic Development on 31 May 2023. The second half examines notable international developments, such as the European Union’s approval of the Space Strategy for Security and Defence, the establishment of the Working Group on Legal Aspects of Space Resource Activities by the Legal Subcommittee of the UN Committee on the Peaceful Uses of Outer Space, and the passage of the Orbital Sustainability Act 2023 in the United States.
