Abstract

Philanthropy has gained momentum as an influential actor in education reform worldwide. ‘New’ philanthropy seeks returns to its donations and influences policy through networks. Philanthropists in Argentina and Brazil have mushroomed among non-state actors, reshaping the interplay of the state and the civil society spheres. Combining historical institutionalism and network governance, this chapter analyzes the growing influence of philanthropy in light of state reforms in education and the role of elites in expanding this influence. Through network ethnography, we map Argentina and Brazil’s most influential educational philanthropists, their activities, links with other actors, and strategies of influence. We furthermore show how elites’ divergent views on public education have shaped philanthropists’ involvement in each country. We found that, philanthropists in Argentina share the sphere of civil society with other relevant non-state actors. Having a marginal role in the past, the more recent dismantling of the state monopoly in education enabled new ties between philanthropists and the public sector, including nationwide policy initiatives. In contrast, Brazil’s networks suggest a dominant role for philanthropists among non-state actors and show how philanthropy has served since the 1990s as a new form of elite influence in education policy.
