Abstract

This chapter explores the evolution of moral and citizenship education in Iceland, placing it within both historical and contemporary contexts shaped by multiculturalism and increasing individualization. It highlights significant demographic changes, particularly the rise in the immigrant population from 4% in 1998 to 20% in 2023—placing Iceland among the highest in Europe and exceeding rates in traditional migration destinations like the U.S. These shifts underscore the growing need for inclusive educational practices. The chapter also examines how modern individualization has influenced value orientations, with increased emphasis on autonomy and declining collectivism. Education today extends beyond academics, aiming to nurture students’ holistic growth, well-being, and civic identity. To achieve this, moral and citizenship education must be effectively implemented alongside inclusive school practices that support active student participation. Emphasis is placed on democratic engagement, multicultural understanding, and civic values such as social justice. The chapter also stresses the importance of equipping educators and providing institutional support. Recent Icelandic studies are reviewed and situated within broader Nordic contexts to assess the current state of citizenship education, identify challenges, and suggest areas for policy development to enhance civic education in Icelandic primary and upper secondary schools.
