Abstract

The 1905 Aliens Act was a landmark legislation in Britain, encoding a system of âdesirableâ and âundesirableâ immigrants, largely in response to a significant swell in immigration of Jewish people from Eastern Europe. The Act also enshrined the legal right to asylum for refugeesÂ â a decision which was both short-lived and unique among the international community at the time. Yet, in practice, this right to asylum clause was administered unevenly, due in large part to the complex bureaucracy it engendered. The proposed chapter considers the practical administration of the refugee clause of the Aliens Act within the methodologies of the âspatial turnâ in history. This chapter offers novel insight into the spatial dynamics of the port environment and its impact on the implementation of border controls in the wake of the Aliens Act. In particular, this chapter argues that the spatial circumstances of the port had a significant impact on the administration of the law and the experiences of refugees. It examines diverse case studies where the physical port geography influenced refugee experiences:Â isolated bureaucratic offices that removed refugees from humanitarianÂ supporters, the sanitary geographies of ships that affected medical inspections, and technologies that failed at crucial moments, among other examples. Conversely, the chapter also considers how the physical space of the port offered refugees a public setting for both physical and metaphorical resistance against the power dynamics of these border controls. The chapter ultimately argues that the geographies of the British port space defined and redefined early-twentieth-century refugeehood.
