Abstract

Traditionally in Japan, quantitative methodology, including econometrics and evidence-based policy-making, has not been widely used for policy making. However, recently the Japanese government has gradually changed its attitude toward quantitative methodology in several areas and adopted more sophisticated approaches for policy making.

To capture this shift, the chapter focuses on two different areas, which adopt different attitudes toward quantitative methodology: criminal justice and artificial intelligence (AI) technology. The criminal justice area typically reflects the traditional Japanese government’s attitude toward quantitative approach: ‘ignore or abuse’. By contrast, the approach now emerging in the field of AI, in particular after the establishment in 2021 of the Japanese Digital Agency, clearly shows that Japanese attitudes toward quantitative methods for policymaking are changing. To explain the reasons for this Japanese mixed attitude, the chapter explores some structural factors that may underlie the historical and current approach of Japanese policy makers towards quantification.
