Abstract

Legal metrics are potentially both valuable and influential. This in turn suggests that production of legal metrics ought to be evaluated in terms of both efficiency and legitimacy. Using the Doing Business Report as an illustration, the essay evaluates the distinctive risks and opportunities that international organizations face when they produce legal metrics, with special attention to metrics that qualify as legal indicators.
