Abstract

South Korea (Korea) and Japan are two cultural and creative industries (CCI s) powerhouses in Asia. Their CCI s are becoming increasingly competitive in the global market. Korea and Japan have been incorporating cultural trade strategies in their Free Trade Agreements (FTA s). This special report examines these two States’ experience regarding protecting and promoting CCI s through FTA s and compares their policy priorities. It first evaluates three FTA s of Korea (FTA s with the US, China, and the EU), focusing on the Korean attitude towards cultural trade liberalization, digital cultural trade, and cultural cooperation. Second, it looks into Japanese FTA s to unveil the Japanese approach to liberalizing cultural trade, especially digital cultural trade. The conclusion is that Korea prioritizes reserving policy space for domestic cultural measures while adopting cultural cooperation agreements to promote cultural exchange. In contrast, Japan prioritizes liberalizing cultural trade through high-standard liberalization commitments. Their different approaches to digital trade in their FTA s also indicate their different cultural trade strategies.
