See Gazette of Pakistan, Extraordinary, Part 1, 28 May 1998, and Art. 232(1) of the Constitution of Pakistan. This was the third time that fundamental rights had been suspended under the 1973 Constitution. The first suspension was imposed by Zulfiqar Bhutto in 1973 but was in fact a continuation of an existing suspension. It was lifted in August 1974. However, with the imposition of martial law in 1977 the fundamental rights were again suspended: s. 2(3) of the Laws (Continuance in Force) Order 1977 (CMLA 1 of 1977). Fundamental rights were restored in 1985: s. 1 of the Proclamation of Withdrawal of Martial Law, 30 Decemberl985. 3 See Farooq Ahmad Khan Leghari v. The Federation of Pakistan PLD 1999 SC 57.
