Abstract

The Arabs appeared in Georgia for the first time in 644–645. After the conquest of Jurzān/Kartli by the Arab commander Ḥabīb b. Maslama, a “Charter of Protection” was granted to the Christian population of Tbilisi, and it is likely that similar agreements were concluded with other parts of Kartli and settlements that declared their allegiance to the Arabs. Its issuance was preceded by a letter from the Arab commander to the Erismtavari of Kartli. The “Charter of Protection” and the letter sent by Ḥabīb to the Eristmavari of Kartli were in fact the first documents that provided the Christian population of Kartli with information about some of the most important rules related to it. This present study analyzes the controversial issues of the text of the Ḥabīb b. Maslama’s “Charter of Protection” and the status of Christians or Dhimmis in Georgia during the first stage of Muslim rule (7th century).
