This Report was submit- ted by Mr. Ren6 Felber, Special Rapporteur, pursuant to the Commission on Human Rights resolution 1993/2 A. The Report concludes with a stark remark in which the Rapporteur closes it with "a proposal to do away with our services ...." because "if the solution to the problem lies elsewhere than in simply report- ing facts ... then let us change our method."
