Editor's Note The importance of this legislation is that it was designed and has been utilized against Palestinians who were trying to rejoin their families that were separated by the events of the 1947-1948 war. The title of the law is indicative; a Palestinian returning to his family is "legally" defined as "infiltrator". On the other hand, the Law of Return gives every Jew the "right to return" to Palestine. The Law, further- more, was used by the Israeli occupation authorities as a model for enacting Military Orders reproduced infra, at 146, 148. * 8 Laws of the State of Israel, at 133 (1954). All Hebrew dates and notes appear- ing in the original text were deleted. Provisions deleted are so marked.
