Abstract

Through a discussion of the three last decades of education policymaking in Peru, the argument of this chapter is that most education reform efforts have focused on bringing about first-order changes that seek to improve the efficiency and effectiveness of what is done by schools. While improvements have been attained, constant changes in ministerial teams and policy orientations have made it difficult to achieve such first-order changes and there is evidence that many of the problems that were identified and began to be addressed three decades ago still dominate the education policy agenda. In this context, the chapter argues that much needed second-order pedagogical reforms that seek to bring about fundamental changes in the core of educational practice have been constantly postponed.
