Acknowledgments
This volume comprises papers (with updates and revisions) selected from the 4th Asia-Pacific Ocean Law Institutions Alliance (APOLIA) Conference. The APOLIA was initiated in 2012 between Professor Keyuan Zou at Lancashire Law School and Professor Seokwoo Lee of Inha University Law School during their discussion of the creation of a new academic organization that would focus its attention on ocean law and policy issues in the Asia-Pacific. It was set up in 2013 during its first official meeting held in Incheon, Korea with delegates from Australia, Canada, China, Indonesia, and South Korea. The organization is a hybrid organization accommodating both institutional and individual participation and associations. The APOLIA provides the forum for education, joint research, and organizational cooperation among its member institutions/individuals concerning challenges to tertiary education in the Asia-Pacific. It promotes the following three main areas: (a) education; (b) high quality research; and (c) capacity building for internationalization.
The 4th APOLIA Conference on ‘Regulation on Navigation of Foreign Vessels in Asia-Pacific’ was held in Zhoushan Islands, Zhejiang Province, China in June 2016. The Editors express their sincere appreciation to the Zhejiang University Centre for Ocean Law and Governance for funding and organizing the event. Appreciation also goes to Zhejiang University Ocean College and Guanghua Law School for their financial, organizational and logistic support. Our thanks also go to Anastasia Telesetsky who kindly reviewed some chapters of this volume.
