This book is the culmination of a workshop held at the Korean Maritime Institute (kmi) on marine pollution contingency planning organized by the Asia Pacific Ocean Law Institutions Alliance. As a nation that depends on international trade in shipping and is home to some of the most active ports in Asia, Korea is sensitive to the impacts of marine spills on the vitality of marine and coastal resources. kmi was proud to sponsor this workshop as a unique opportunity to bring scholars together from across the Asia-Pacific region to share policy perspectives on planning for marine pollution emergencies. Even though shipping oil at sea and producing oil from offshore facilities involves risks, due care and coordination by emergency responders will avoid transforming an oil spill from an unfortunate accident to an unavoidable disaster. We hope that the contributions to this volume will assist States in the region in continuing to individually and jointly improve their contingency planning to respond to marine pollution emergencies.
