From a skeptical participant, Poland has gradually transformed into a potential leader of the Common Security and Defense Policy (csdp). This chapter charts this evolution, underlining the country’s stance towards a number of key initiatives including Permanent Structured Cooperation and the solidarity clause as set out in the Treaty of Lisbon. The country’s role in influencing the development of csdp is examined through the use of strategic culture which underlines a country’s approach concerning when, where and how it uses force. It is argued that key elements of Poland’s strategic culture have enabled the country to play a leadership role. These include Poland’s emphasis on “nothing about us without us”, its pro-activity concerning the use of force and the country’s shift from an instinctive to pragmatic Atlanticist. Whilst the country’s focus on transforming its own armed forces to the potential detriment of participating in military operations might be interpreted as a signal that Poland’s leadership ambition may be showing signs of fatigue, this is not necessarily the case. Rather Poland wants to ensure that csdp is relevant to its own security, which is combined with a pragmatic stance as to what can be achieved.
