Abstract

This chapter firstly attempts to give a basic orientation to various organs at the International Criminal Tribunal for Rwanda (ICTR) and briefly outlines some of the challenges they have struggled to overcome. Secondly, it touches on the larger, more structural challenges faced by international tribunals in general and the ICTR in the particular historical context in which it was created. Ironically, the great success of the sister Tribunal of ICTR also serves to highlight one of the major structural limitations of international justice as it now stands: the near-necessity of military defeat to bring top people responsible for atrocities into the courtroom. In addition, the ICTR has not always maintained good relations with the resident press, which consists of three non-profit organizations devoted to daily coverage of the trials.
