The aim of this chapter is to widen the horizon of global connections and encounters of countries with Africa and of African countries with different parts of the world. Here, the focus will be on Central and Eastern Europe (CEE), via a detailed case study that will reveal Hungaryâs connections with Africa in a historical context. After decades of intensive cooperation during the period of the so-called bipolar world, the politico-economic changes of the late 1980s and early 1990s resulted in only scarce contacts with African countries, until after former Eastern Bloc countries joined the European Union in 2004. From the 2010s onwards, all of these countries opened new chapters in their foreign policies, which resulted in re-engagements across Africa. Rebuilding trust and trustworthiness, therefore, is of relevance in contemporary CEEâAfrica relations. This entails, among other aspects, the reopening of embassies, as with the system changes at the end of the 1980s, CEE countries had cut back ties with their formerly trusted âbrothersâ in the African continent and paid (more) attention to their newly found âfriendsâ in the trans-Atlantic context. In addition, with ill-managed privatizations in numerous cases, widely known and trusted CEE products (e.g. buses, railcar engines, washing machines) disappeared from the African markets, and the question of how to re-enter with new items today is also part of the agenda. Yet another (soft) element of building trust has been re-visited both by CEE countries and Africansâthat is, the strengthening of educational and training ties, including vocational and higher education, as well as health sector-related engagements. In this chapter, both governmental and non-governmental dimensions and actors will be discussed mainly via a perspective on HungarianâAfrican relationships from the 1950s onwards. Particularly education will be presented as a channel of long-term trust-building that is capable of adding to the foundations of political relations.
