Since the end of the war in 1975, Vietnamese Catholicism has faced numerous difficulties arising from the anti-religious policy implemented by the Communist Party. As a result, the Holy See initiated a patient diplomatic dialogue with the aim of providing for the appointment of bishops for the many vacant sees. Abandoning the strictness that the Holy See had followed in other contexts, a new appointment procedure was gradually established in Vietnam, which finally met with the favor of the Communist authority.
