BUGEJA Joseph
was admitted to the bar in 2004. He completed his PhD studies at the University of Groningen in 2023, having submitted a thesis on EU public procurement under the supervision of Professor Laurence Gormely. Throughout his professional career, Dr Joseph Bugeja has occupied the Director of International Economic Relations at the Economic Policy Division within the Ministry of Finance from September 2004 to June 2012. He represented Malta as a titulaire of the Trade Policy Committee (Council committee established by Article 207 of TFEU). He also occupied the Director (Land) position from July 2012 to December 2014 and Commissioner of Land from December 2013 to 2014. In addition, Dr Bugeja practices as an advocate in front of the Maltese law courts and tribunals and provides legal consultancy services. He became a full-time resident academic at the Department of European and Comparative Law, the University of Malta, in October 2020.
CARUANA Mireille M.
is a Senior Lecturer and Head of the Department of Media, Communications and Technology Law at the Faculty of Laws of the University of Malta. She graduated with a Doctor of Laws (LLD) from the University of Malta in 2002, was called to the bar in 2003, and graduated with a Magister Juris in European and Comparative Law in 2004. Mireille went on to specialise in Computer and Communications Law at Queen Mary University of London (LLM 2008). She was awarded her PhD from the University of Bristol in 2014 on privacy and the differing European approaches to using personal data in the criminal justice sector. Over the years, Mireille has also written and published extensively, including on aspects of privacy and data protection law.
FILLETTI Stefano
graduated with a Bachelor of Laws, Diploma of Notary Public and Doctor of Laws from the University of Malta. He furthered his studies in international law and law of the seas at the International Maritime Law Institute (IMO), where he was awarded a distinction for his Master of Law degree. As a Chevening Scholar, he read law at the University of Oxford, where he was awarded a Master of Law Degree in Criminal Law (M.Jur) with distinction. He was also awarded a Doctor of Philosophy (PhD) from the University of Malta. He is a resident lecturer at the University of Malta in Criminal Law and a visiting lecturer at the International Maritime Law Institute (IMO). FILLETTI Tiziana
is the Head of the Department of Commercial Law and a resident lecturer in Company Law, Corporate Insolvency Law and Commercial Law at the Faculty of Laws, University of Malta. She holds a Doctor of Philosophy (Ph.D.) degree in Corporate Insolvency Law. She also graduated with a Bachelor of Laws (BA Legal & Humanistic Studies) degree summa cum laude, a Diploma of Notary Public (Dip.Not.Pub.) and a Doctor of Laws (LL.D.) from the University of Malta. She furthered her studies at the International Maritime Law Institute, where she was awarded a Master of Law (LL.M. IMO-IMLI) degree with distinction. As a Chevening Scholar, she read law at the University of Oxford and obtained a Magister Juris (M.Jur.) degree in Company Law and Corporate Insolvency Law. Her latest publication is âModernising Insolvency Law and Debt-Restructuring in Maltaâ [KiteGroup, 2021].
MEILAK BORG Roxanne
is a Research Assistant at the Department of Media, Communications and Technology Law within the Faculty of Laws, University of Malta, and former Data Protection Officer of the University of Malta. She has also previously worked as a refugee and immigration lawyer. Her research interests include privacy and data protection and the regulation of Artificial Intelligence. She graduated with a Doctor of Laws degree from the University of Malta in 2014 and was admitted to the bar (Advocate) in Malta in 2015. She was awarded a Master of Arts in Humanitarian Action in 2018.
MIFSUD Ivan
graduated with a Doctor of Laws, LL.D, in 1999 and a PhD in Administrative Law in 2008. After thirteen years working for the Maltese Parliamentary Ombudsman (mainly investigating complaints related to planning, police and local councils) and three years chairing the Prison Board of Visitors, he joined the University of Malta as a resident academic in September 2013. He is currently Head of the Department of Public Law and Dean of the Faculty of Laws. He has authored various contributions to books and also two monographs, âAn Examination of Article 469A COCP and Judicial Review in Generalâ (BDL 2017)
REVOLIDIS Ioannis
studied law at the Aristotle University of Thessaloniki, Greece. He is a lecturer in the Department of Media, Communications, and Technology Law at the Law Faculty of the University of Malta. He is also a legal academic at the Centre for Distributed Ledger Technologies (DLT), responsible for the legal stream of the interdisciplinary research and teaching endeavours of the Centre. Ioannis has been teaching and researching European Information Technology Law for the past 12 years in various European countries such as Germany (Leibniz University Hannover), the UK (Queen Mary University of London), Norway (Norwegian Research Center for Computers and Law), Greece (Aristotle University Thessaloniki). He focuses on the law and regulation of emerging technologies, emphasising digital commercial transactions, digital assets, copyright law, data protection law, private international law, electronic commerce law, civil liability, human rights and the philosophy of law.
PASTUKHOV Oleksandr
is a Resident Academic within the Department of European and Comparative Law at the Faculty of Laws, University of Malta. He graduated LL.B. with a major in Private International Law from Kyiv Taras Shevchenko University in Ukraine (1997), an LL.M. from Northwestern University School of Law in the US (2000), an LL.D. from Koretsky Institute of State and Law in Ukraine (2003) and PhD in Law from Catholic University of Leuven in Belgium (2008). He spent his postdoctoral years at the VU University Amsterdam in the Netherlands and Strathclyde University in Glasgow, Scotland. Dr Pastukhov is a regular participant and speaker at various national and international forums dedicated to ICT law and policy issues. He is a devoted advocate of privacy, e-governance and media freedom in his native Ukraine and beyond. He designed and delivered the first ICT Law course in Ukraine in 2002 and went on to lecture and supervise undergraduate and post-graduate studentsâ research in various countries. He is also a prolific writer, having authored more than thirty articles and book chapters on diverse legal aspects of ICT.
SAMMUT Ivan
is a lawyer, resident academic and holder of a Jean Monnet Chair in EU law within the Department of European and Comparative Law at the Faculty of Laws of the University of Malta, where he has taught and researched since 2005. SCHEMBRI Ilona
is a lecturer in the Commercial Law Department at the Faculty of Laws, University of Malta. In 2012, she graduated with a Doctor of Laws (LL.D.) from the University of Malta. She obtained a Master of Laws (LL.M.) from Queen Mary University of London in 2013. In 2019, she received her PhD from the University of Birmingham. Her interests range from criminal law to human rights to company law. She is especially interested in incorporating another element into corporate law. In the past, she has drafted two important laws, the Proceeds of Crime Act and the Prevention of Markets Abuse Act. Furthermore, she has presented various articles on these subjects at international conferences, including the annual ICON-S conferences. Her current positions include fellow at the Information Society Law Centre (ISLC) (Milan, Italy), adjudicator on the Small Claims Tribunal, and member of the Society of Legal Scholars. She is also a guest lecturer on anti-money laundering legislation at Queen Mary University of London.
ZACCARONI Giovanni
is an Assistant Professor of European Union law at the School of Law of the University of Milano-Bicocca. Before that, he was a Resident Academic (Lecturer) in European and Comparative Law at the University of Malta and a postdoctoral researcher at different academic institutions in Ireland and Luxembourg. He holds a PhD in EU law from the University of Bologna (en cotutelle with the University of Strasbourg) and an LL.M in European Law from Kingâs College London.
