Editors
Yao Huang
Lead Expert in the Innovation Team of Marine Strategy and Law, Southern Marine Science and Engineering Guangdong Laboratory (Zhuhai); Professor at Sun Yat-sen University School of Law, where she served as the Dean from 2015 to 2020. She is the founding Director of the Center for Ocean Law Studies of Sun Yat-sen University and founding Editor-in-Chief of Local Legislation Journal. She has degrees of LL.B. & LL.M. from Sun Yat-sen University and Ph.D. in international law from Peking University, China. She was a visiting scholar at Washington University in St. Louis and a visiting fellow at the Lauterpacht Centre for International Law, University of Cambridge. Dr. Huang specializes in public international law, particularly international legal theory, law of the sea, use of force, dispute settlement. She has published widely on these fields.
Lijuan Xing
Associate Professor at Sun Yat-sen University School of Law and research fellow of the Southern Marine Science and Engineering Guangdong Laboratory (Zhuhai), concentrating in International and Comparative Law, with specialization in International Economic Law, Public International Law, Maritime Law, and International Trade Law. She earned her LL.B. and LL.M. degrees from Dalian Maritime University School of Law and her Ph.D. in Economics from Dongbei University of Finance and Economics in China before undertaking advanced US legal studies at the University of Kansas, USA, where she earned her S.J.D. degree in 2012. Her principal recent books include: The Essentials of Chinese Maritime Law (2017), Behind the Multilateral Trading System: Legal Indigenization and the WTO in Comparative Perspective (2014), Legal Transparency in Dynastic China: The Legalist-Confucianist Debate and Good Governance in Chinese Tradition (2013), and Asian Development Bank: International Encyclopaedia of Law—Intergovernmental Organizations (3rd edition 2014; 4th edition 2018), which were published in the United States, the Netherlands, and Hong Kong SAR. Dr. Xing has also presented and published book chapters and law journal articles in the United States, the United Kingdom, Canada, the Netherlands, Australia, Korea, Hong Kong SAR, and the mainland China.

Haibo Chen
Associate Professor at Ningbo University Law School. She obtained her master’s and doctorate degrees in law from Dalian Maritime University and Xiamen University respectively. Since 1997, she has been involved in teaching and conducting research in maritime law, law of the sea, and WTO law, and has published many articles. One notable contribution is titled ‘Competent International Organizations and the Development of International Legal System for Marine Scientific Research’ (SJTU Law Review 1 (2023)), reprinted by International Law of Information Center for Social Sciences, RUC. She has also co-authored and co-translated many books and textbooks.
Roman Dremliuga
Professor of law at the Far Eastern Federal University, Vladivostok, Russia. He currently works at the Department of International Public and Private Law, Far Eastern Federal University. Roman does research in Cyber Law, Cybercrime Law, and the Law of the Sea. His current project is ‘AI and Law’.
Junming Gong
Master’s student at the Wuhan University China Institute of Boundary and Ocean Studies and the Leiden University Law School. His research areas are the law of the sea, maritime law, environmental law, intelligent ship, green shipping decarbonization, African ocean economy, and south-east Asia international studies.

Arbitrator of Several arbitration Committees, such as CMAC, SCIA, GCIA, DAC, etc. Doctor of Law (2006) and Master of Law (1998) in Dalian Maritime University (DMU). Being Lecturer (1995–1999), Associate Professor (1999–2003), Professor (2003–2018) in law school of DMU, Professor (2018-now) in law school of SYSU. Visiting Research Scholar in Institute of Maritime Law of Law School of University of Southampton of UK (2000–2001), Fulbright Scholar in Maritime Law Center of Tulane University of USA (2007–2008).

Valentin Koshkin
Ph.D., a scholar and researcher specializing in Public International Law, the Law of the Sea, and Russian Civil Law. He earned his Ph.D. in International Law from Sun Yat-sen University. Dr. Koshkin’s research primarily revolves around the delimitation of the continental shelf beyond 200 nautical miles and the regulatory aspects of autonomous vessels. His scholarly contributions have been featured in prestigious journals like the “Arctic Review on Law and Politics.” Presently, Dr. Koshkin serves as an international lecturer at the School of Law of Jilin University.
Chenhong Liu
Ph.D., Associate Professor of Dalian Maritime University. Her main research fields are international law theory, law of the sea and maritime law. She has published five English articles in SSCI journals, more than ten Chinese papers
Dan Liu
Associate Research Professor with the Center for Polar and Deep Ocean Development, KoGuan Law School, Shanghai Jiao Tong University. Her research areas include public international law, the law of the sea and polar law. She has published four monographies on international law. Her publications in English and Chinese have appeared in more than 40 journals, such as Marine Policy, Ocean & Coastal Management, the Yearbook of Polar law, the Arctic Yearbook and Chinese Yearbook of International Law. She has been principal organizer of almost 20 research projects regarding International Law. She served as visiting fellow at the Stefansson Arctic Institute of Iceland, the East Asian Institute of the National University of Singapore and the Albany Law School of the U.S. As one of the Chinese delegations, she has actively participated in various rounds of track-II dialogues on the issues of the law of the sea and the Arctic.
Zhaoran Lin
Postdoctoral fellow both of Institute of Ocean Research and School of Law, Peking University. He was selected in a state-funded continuous master-doctor program in 2017 and obtained his doctoral degree of law in School of Law, Sun Yat-sen University. He was also a visiting scholar in the Max Planck Institute of Comparative Public Law and International Law, Heidelberg, Germany in 2021–2022. His research interests and publications include: law of the sea, law of war, law of territorial acquisition, history and theory of international law.
Song Pan
Born in Dalian, Liaoning, China, studied Law (Maritime Law Direction) at the Law School of Dalian Maritime University for undergraduate degree. He obtained a Bachelor’s degree in Law in 2019 and is currently a Master’s degree graduate student in Law (Marine Rule of Law Direction) at the National Institute of Marine Governance and Development of Dalian Maritime University. His research focuses on ocean law and international law.
Dhiana Puspitawati
Assoc. Prof. Dr. Dhiana Puspitawati is a lecturer at Faculty of Law, Universitas Brawijaya, Indonesia. She obtained her PhD from University of Queensland, Australia. Her area of research interest is law of the sea and maritime policy.
Mohd Hazmi Mohd Rusli
Lecturer at the Faculty of Syariah and Law, Universiti Sains Islam Malaysia (USIM). He obtained his PhD from University of Wollongong, Australia in 2012. He was appointed as visiting professor/research fellow at universities worldwide namely Far Eastern Federal University, Vladivostok, Russia (2014, 2015, 2017 & 2018), Xiamen University, China (2019), Universitas Brawijaya, Indonesia (2018, 2021 & 2023) and the Australian National University, Canberra (2022). He has written numerous articles published in high-impact journals and popular magazines/newspapers on the law of the sea and public international law.
Wei Wu
Ph.D., Associate Professor in China Institute of Boundary and Ocean Studies, Wuhan University. Dr. Wei Wu was an Erasmus Mundus Programmes Scholar, a Visiting Scholar to Deusto Univeristy, Law School in Spain. Co-teaching and giving lectures about Chinese Legal System, and she was also a Visiting Scholar in Lauterpacht Centre of Internaional Law in Cambridge University and in Law school in Edinburgh University. Her research area is the Law of the Sea, Maritime Law, Artificial island building, fishery law and enforcement, Smart ship and Green shipping decarbonization. And She makes publications on these issues, which covers three books and more than 30 papers.
Bo Yu
Graduate student at Harbin Engineering University, studying for a master’s degree in law. Her main research interests are legal issues on maritime autonomous surface ship and the Arctic legal governance.
Xue Yuan
Professor in Law at Department of Law, School of Humanities and Social Sciences, Harbin Engineering University. She graduated from Law School Jilin University with Doctor degree of Law. She has been a visiting scholar in Law School of University of California, Berkeley 2007–2008. At present, her research fields focus on Arctic legal governance, legal issues on maritime autonomous surface ship, legal governance of international maritime emission reduction, legal issues on BBNJ, etc.
Shuning Zhang
Ph.D. candidate in international law at the Law School of Sun Yat-sen University. She holds an LLB from South China University of Technology and an LL.M. from Sun Yat-sen University. Her fields of interest include law of the sea, law of armed conflict, etc.
