Abstract

Following Russia’s full-scale invasion of Ukraine, the EU has adopted several restrictive measures. Decision 2014/145/CFSP and Regulation 269/2014, among them, have been amended several times and now target over 1000 individuals and entities. The implementation of those individual restrictive measures, more precisely the freezing of funds and economic resources and the refusal to make available those assets, is primarily borne by financial institutions, and raises many legal issues. This contribution sheds light on a number of these issues, in particular which financial institutions are concerned, the precise object of the measures and exactly who is targeted, and the extent of the legal effects of such measures.
