Abstract

This chapter delves into the development of agency among leading preschool teachers in a culturally and linguistically diverse environment in a small city in Northern Israel. Despite recent macro-level policy changes valuing children’s home languages, the micro-level implementation by teachers still needs to be explored. Local teachers and policymakers initiated the City Speaks Languages project to address this gap, offering ongoing professional development. The study, based on seven interviews and 12 workshop meetings, reveals three dilemmatic aspects: (1) Family language policy regarding home language versus socially dominant language support; (2) Language education policy in the classroom: The role of and space for home language and culture; (3) Teachers’ self-efficacy in recognizing home languages and cultures. The study’s significance emphasizes that transformational change in language education policy can be conducted by allowing teachers to critically reflect on their everyday dilemmas to improve their self-efficacy in working with LCDC and their families.
