This book began as my doctoral thesis that I submitted to the University of Tasmania in July 2022. I express my sincere gratitude to Tim McCormack as my primary supervisor and mentor. I join a chorus of academics and legal professionals who have had the distinct privilege of Tim’s guidance, which is matched only by his generous spirit and good sense of humour. I am indebted to Tim for the opportunities I have received in this profession and remain thankful for his ongoing collegiality and friendship. I extend my heartfelt thanks to my two co-supervisors, Anja Hilkemeijer and Matt Killingsworth. Anja has worked tirelessly with me to improve the quality of my research, analysis, and expression, while Matt is credited for always encouraging me to ask the ‘so what?’ question to ensure that my research achieves practical significance.
I extend a special thank you to the Hawkins family and the Tim Hawkins Memorial Scholarship that was established to commemorate the late Tim Hawkins, a University of Tasmania law graduate who was tragically killed in the 2002 Bali Bombings. The scholarship provides the recipient with the opportunity to work with the Office of the Prosecutor of the International Criminal Court in The Hague. I was humbled to have been awarded the Tim Hawkins Memorial Scholarship in 2016, and the experience of working with the Special Advisor on War Crimes, Professor Tim McCormack, paved the way for this book and the beginnings of my career in international humanitarian law.
