Abstract

After Italian unification, Piedmontâs Statuto Albertino (1848) became the unchanged constitution for the Kingdom of Italy (1861â1946). However during the wave of constitutional reforms that swept through the Italian monarchical states between 1848â1850, it was only one of many constitutional projects in the Italian states. Turinâs reform and revolutionary compromise was just middle of the road between a few more conservative constitutional reforms, and several more progressive projects â which included very rare revolutionary republican constitutions (in Venice and the Roman Republic). Piedmontâs Sonderweg as the only persistent and successful constitutional â and âItalianâ â monarchy in the nineteenth century is a myth. Comparing the different Italian constitutional reforms of 1848 makes clear that the central focus of almost all of them was the monarchy. Parliamentarism or the sovereignty of âthe peopleâ was much less at the forefront of considerations. This constitutional direction towards a monarchia consultativa instead of a real constitutional monarchy makes the sharp historiographical contrast between the revolutionary period and the âneo-absolutistâ period of 1850â1859 in the rest of Italy and Austria questionable. The twilight of the âold Italyâ during this decade and comparisons with Austrian developments after 1860 must be rewritten in many ways.
