Abstract

Corporate Social Responsibility (CSR) in the extractive industries emerged in the context of increased global scrutiny of oil operations and changing expectations of stakeholders. To ensure a social licence to operate, oil companies seek to demonstrate detachment and at the same time gain local acceptance, essentially using CSR to minimize impacts both to the company and local communities. Through the case of Tullow Oil in Uganda this chapter explores the inherent tension in this aim. We analyse Tullowâs approach to CSR and community engagement during its time in Uganda, highlighting processes of entanglement and disentanglement as the company transitioned from a junior oil exploration company to an oil producing company. Tullow began to draw on international industry standards to inform CSR and community engagement to distance itself from the entanglements created at the village level during the early exploration period. However, despite using CSR strategically, complex entanglements continued. The chapter highlights the challenges that arise when oil companies use CSR both to earn trust locally by providing benefits, and to minimise impacts, on local communities in terms of adverse social and environmental harm, and on the company in terms of reputational and operational risks.
