Abstract

Between 1860 and 1920, about 15 million people left Italy: 5 million went to the United States and Canada, 2 million to Argentina, and 1.3 million to Brazil. In Italy, which had not been able to become a colonial power, these groups were perceived as “communities” that had to be protected. A few decades later, fascism, supported by the ruling classes, also made Italy turn its attention to these masses. The first Fasci Italiani all’Estero had already been organized in the country before the March on Rome and were aiming to fascistize the existing institutions. However, the republican groups that were part of the old leadership, along with the new anti-fascists coming from anarchist, socialist, liberal-republican, and communist groups, managed to retain control of many institutions or created others. Throughout the Ventennio, there were constant clashes, and the support of the embassy and consular network played a fundamental role in supporting the fascists. Between these two contenders, there was another group, perhaps the largest, who kept a cautious distance from the other two and about whose apathy Mussolini complained.

This chapter highlights the different positions and moments of tension that marked the confrontations from the moment when Italy entered the war.
