In the light of FAO’s mandate to develop an international plan of action to combat illegal, unreported and unregulated (IUU) fishing, the nature, extent and impact of IUU fishing are outlined. Examples of current efforts, and proposals for further action, to combat IUU fishing are summarized. Having regard to the threat of IUU fishing to the conservation and management of important fish stocks and associated species, the short term gains available to IUU fishers and the apparent reluctance of many States to bring available remedies into force, the paper discusses some approaches to achieving an effective plan of action. It concludes that the most critical factor in combating IUU fishing is the will of States to use the full range of available instruments
