Abstract

The decentralization of social welfare in Serbia has mainly materialized through the expansion of community-based social care services within the jurisdiction of local governments. The aim of this chapter is to analyze the availability of community-based services in Serbia and the adequacy of earmarked transfers from the national level that have been introduced to boost the development of these services. The study relies on the mapping of social care services within the jurisdiction of local governments and analysis of legal and public documents. In Serbia, community-based services remain underdeveloped and insufficiently available. In 2018, most LGs provide only two to three services and more diverse and complex services are present only in some larger cities. Services for independent living, targeted at persons with disabilities, are the least developed, which is a major obstacle to deinstitutionalization. It was found that earmarked transfers from the central level, introduced in 2016, are critical for the further development of services within the mandate of local authorities, but there is a need to redefine the criteria for their distribution in order to make them more efficient. Due to poorly defined criteria, many LGs did not have the capacity to effectively absorb the allocated transfers. The research also shows that improved criteria, publication of data on the distribution of transfers, monitoring and evaluation and the exchange of LGâs experiences are essential for further development of community-based services and the process of decentralization and deinstitutionalization in Serbia.
