Abstract

Sanctions on the Russian central bank following the invasion of Ukraine have been the subject of intense interest globally. Although the sanctions against Russia are unprecedented in scope, sanctions have previously been imposed by the United States on the assets of the Afghan, Cuban, Iranian, North Korean, Sudanese, and Venezuelan central banks. The sanctions against Russia, considered together with prior sanctions regimes, illustrate the international legal framework in which such measures are applied, including the foreign sovereign immunity to which they are entitled.
