Abstract

This chapter examines the dynamics of pandemic governance in Germany, focusing on the interplay between top-down state policies and bottom-up responses within migrant communities, particularly the Assyrian diaspora. By analysing how informality is reproduced through social practices and community networks, the study explores how migrant communities navigate and reshape formal governance structures. Three key themes emerge: (1) the role of informality in everyday practices as a response to formal governance, particularly vaccine policies; (2) the emergence of alternative epistemologies rooted in mistrust towards authorities; and (3) the articulation of migrant agency in navigating top-down governance structures. Drawing on a grounded theory approach, the study utilises theoretical sampling and data from interviews, reports, and media analysis to shed light on the complex interplay between formal and informal governance during the COVID-19 pandemic.
