Abstract

This chapter critically examines the governance of the COVID-19 pandemic in Croatia at a juncture where perpetual crises in the country intersect with global COVID-19 governance, revealing both similar and novel governing patterns. Building on local research and transnational studies on pandemic governance, we analyse how Croatiaâs pandemic governance during the first wave of COVID-19, which lasted from March to June 2020, affected racialised and minoritised communities. Drawing on civil society reports, media analyses, and the Ombudswomanâs recommendations, we show that Croatia circumvented constitutional emergency procedures, consolidating power through statutory civil protection measures. This state of exception not only reinforced the securitisation politics that are rooted in both ethno-nationalist reasoning and the increasingly securitised European migration regime, where control over, and disciplining of, migrants have been continuously normalised, but also deepened the democratic deficit, confirming broader concerns in critical political studies regarding the erosion of democratic norms in crisis governance. By employing biopolitical frameworks, we illustrate how crisis governance disproportionately affected vulnerable communities, entrenching patterns of surveillance, exclusion and control. Our research contributes to critical discussions on the intersection of emergency politics, nationalism, securitisation, and the democratic deficit in times of crisis, shedding light on the ways in which political systems increasingly prioritise security over democratic values.
