Abstract

This chapter is about narrative as a human competence and discursive resource in the management of forced displacement, both at the individual level of experiencing and surviving displacement in the first person, and at the level of the institutions and social organizations involved in the regulation of territorial access and borders. I start by describing three narratives of forced displacement in the ‘Balkan route’ to illustrate the recent development and deterioration of refugee experience, from hope through limbo to hell, over the last ten years.

In the second part, I propose a discursive analysis of first-person narratives of forced displacement, relying on existentialism and narrative identity theory, grounding its analytical categories in transcripts of oral autobiographic accounts by asylum seekers. In the third part, I turn attention to public discourses that legitimize and sustain the contemporary European border regime. I first describe a series of strategies that divert attention from refugee experience to other institutional and political matters by replacing this experience with a focus on the nationality or ethnic origin of asylum seekers, with a concern for ensuring they integrate within the host society or with the sincerity of first-person storytellers.

Finally, I locate and describe a series of interpretive repertoires sustaining official public discourses on the political management of migration, which may be traced back to colonial and racist traditions. These include orientalism (constructions of the refugee experience as generated by the peculiar conditions of the Orient, stressing difference from the host society), progressiveness (treating the European dream as a utopian aspiration or a desired horizon for asylum seekers), paternalism (assuming a cultural hierarchy of values between host societies and asylum seekers, where the asylum seeker is produced as inexperienced, underdeveloped, or lacking enlightenment), and programmatic suspicion (de-valuating first-person accounts by systematically treating them as self-interested, biased, or dishonest).
