Abstract

In 2021, Taiwan celebrated its fourth decade of membership in the Asia-Pacific Economic Cooperation (APEC). Since Taiwan joined APEC in 1991, the organization has played a vital role in helping Taiwan establish regional networks and engage in regional economic integration. However, changes in APECâs institutional structure and the politicization of the organization might impact Taiwanâs ability to participate effectively. This study examines the Taiwanese governmentâs participation strategy and decision-making mechanisms adopted to enhance its involvement in APEC at various stages. Given the heightened geopolitical instability and tensions across the strait, this special report suggests that the Taiwanese government needs to reassess the effectiveness of its participation strategy, reallocate resources to support its APEC teams within different departments, and strengthen collaboration with think tanks and the private sector. These steps are crucial to ensuring that Taiwan does not have to âpay moreâ to secure its participation space in APEC and the Asia-Pacific region.
